Why did my bank decline the payment to an exchange?
Usually a bank-level block on crypto merchants, not a legal problem and not the exchange refusing you.
Card networks tag crypto purchases with their own category code, and many banks block that code by default. Transfers get similar treatment: some banks decline them, some hold them for a phone call, some allow them and flag the account.
This is a decision each bank makes for itself. It is not a law, it changes without notice, and it varies between two accounts at the same bank.
What usually helps: calling the bank and confirming you intended the payment, using a bank transfer instead of a card, or using a platform that supports the local instant transfer system rather than an international wire.
What does not help: trying again repeatedly, or accepting an offer from anybody who contacts you afterwards claiming they can "process" it for you.
Which rails actually work in your country is recorded on the country pages.
