The distinction people miss

Coins, tokens and stablecoins are three different things

A coin is the native asset of its own network — Bitcoin on Bitcoin, Ether on Ethereum. A token lives on someone else's network and follows that network's rules. A stablecoin is a token whose issuer promises to hold one dollar for every unit in circulation.

That last word — issuer — is the whole difference. Nobody issues Bitcoin. Someone issues USDT, and that someone can freeze it.
